Policies Related To Medicare Supplement

New Jersey requires insurers to offer a Medicare Supplement policy to those adults under sixty-five afflicted with disability.

 

Mini-COBRA Policies (Small Group)

New Jersey mandates continuation coverage with small employers for thirty-six months following separation.

 

Medicare Savings Programs (Premium Support)

New Jersey has three Medicare Savings Programs:

  • Qualified Medicare Beneficiaries (QMBs): For individuals with a monthly income under $903 and for couples with a monthly income under $1215, the state pays all premiums for Part B and all Co-Pays and Deductibles for Part A & Part B.

  • Specified Low-Income Medicare Beneficiaries (SLMBs): For individuals with income under $1083 or couples with income under $1457, the state pays premiums for Part B.

  • Qualified Individuals (QIs):  For individuals with income under $1219 or for couples with an income under $1640, the state pays premiums for Part B.

To qualify for any one of these programs, participants must have assets below $6,600 or be part of a couple with assets below $9,910.

State Pharmaceutical Assistance Programs

  • Prescription Assistance to the Aged and Disabled Program (PAAD): For disabled adults and seniors who are income-eligible, the state will pay premiums for certain Medicare Part D plans to cover medically necessary prescriptions.

  • Senior Gold: For disabled adults and seniors who are income-eligible (under different rules than PAAD) and enrolled in a Medicare Part D Plan, the state will pay the cost of many legend drugs and insulin supplies.

State Disability Insurance Program
The New Jersey Temporary Disability Insurance Plan provides temporary wage replacement for those who become disabled in the course of working for a New Jersey-based employer.

State Health Insurance Assistance Program (SHIP)
The State Health Insurance Assistance Program is administered by the New Jersey Department of Health and Senior Services and is run alongside the federally funded SHIP program. The Division of Aging & Community Services--which contracts with each of New Jersey’s 21 Area Agencies on Aging--oversees SHIP activities at the local level. Counselors are ready and waiting (in person and on the phone) to answer your specific questions about Medicare. Some counties have specific sites where counselors are available on given days of the week at given times. Other counties provide locations for counselors to meet with clients as needed. A toll-free line is staffed by trained staff. Administrative staff and local programs conduct many outreach and educational events.

Low-Income Subsidy (“extra-help”) for Prescription Drugs:   
This program is a subsidy for Part D recipients with resources under $13,070 (or $26,120 for a couple) to receive money towards a Medicare prescription drug plan. The benchmark of support is different depending on which region of the country you live in.  In New Jersey in 2012, the low-income subsidy was $36.00 per month.
