Medicare Supplement (Medigap)

PoliciesThe state of Connecticut requires insurers to sell Medicare Supplement policies to people under sixty-five—inclusive of people with ESRD (End Stage Renal Disease).

 

High Risk Pool
Connecticut’s high-risk pool is available to state residents under sixty-five on the basis of Medical, HCTC and HIPAA eligibility.

 

Mini-COBRA (Small Group)
Connecticut mandates small group continuation coverage for thirty-months after an employee’s separation from a group plan.

 

Connecticut’s State Pharmaceutical Assistance Program (SPAP)
Many states have Pharmaceutical Assistance Programs (SPAP) that help residents pay for prescription drugs as a result of financial needs, age, or medical condition. These states have specific restrictions on who can receive these benefits, in Connecticut you must be sixty-five or older, or with a disability age eighteen or older and ineligible for Medicare in order to qualify for the state’s assistance program—ConnPACE.

State Medicare Savings Program (Premium Support)
Most states have a form of premium support for low-income Medicare beneficiaries; the amount of support is directly correlated to the beneficiary’s income as a percentage of the Federal poverty level.

 

In Connecticut,

  • Qualified Medicare Beneficiaries for individuals with a monthly income under $1,983 and couples with a monthly income under $2,685 and/or under 197% of the FPL (Federal Poverty Line), The state pays all premiums for Part B, co-pays and deductibles for Parts A and B.

  • Specified Low-Income Medicare Beneficiaries—for individuals with a monthly income under $1,960 and couples with a monthly income under $2,637, the state pays all premiums for Medicare Part B.

  • Qualified Individuals—for individuals with a monthly income under $2,092 and for couples with a monthly income under $2,817 and/or under 237% of FPL, the state pays all premiums for Part B

 

State Health Insurance Assistance Program (SHIP)
Connecticut’s program for Health insurance assistance, Outreach, Information and referral, Counseling, Eligibility Screening (CHOICES) provides information to people sixty and older as well as people with disabilities. CHOICES is a cooperative program with the federally operated SHIP program and is funded in part by the centers for Medicare and Medicaid Services. Low-Income Subsidy (“extra-help”) for Prescription Drugs
This program is a subsidy for Medicare Part D recipients with resources under $13,070 (or $26,120 for a couple) to receive money towards a Medicare prescription drug plan. The benchmark of support is different depending on which region of the country you live in. For Connecticut residents, the subsidy totaled $32.04
